RCEP establishes accession working group for HK

The government has welcomed a decision by the Regional Comprehensive Economic Partnership (RCEP) to commence the accession process for Hong Kong. This came as RCEP on Monday approved the setting up of an Accession Working Group (AWG) for a number of applicant economies. Secretary for Commerce and Economic Development Algernon Yau described the decision as “a pivotal step forward in enlarging the membership of RCEP.” “Hong Kong will actively cooperate and take part in the work of the AWG, including the relevant accession negotiations with RCEP members, with a view to completing all the required procedures as soon as possible,” he said. Yau added that Hong Kong is fully ready for early accession to RCEP, and will leverage the SAR's strengths to contribute to RCEP and promote regional economic integration. Apart from the SAR, Bangladesh, Chile and Sri Lanka are also admitted to the AWG. The RCEP currently comprises 15 member economies, including the Chinese mainland, Japan, South Korea, Australia, New Zealand, and all 10 members of the Association of Southeast Asian Nations (ASEAN). 'Two dogs linked to fatal attack are microchipped'

The Agriculture, Fisheries and Conservation Department (AFCD) said on Monday that two of the three stray dogs captured during an overnight operation in Yuen Long have microchips. The three dogs are believed to be linked to a fatal attack on a 27-year-old woman on Pok Wai South Road on Saturday night. Officers said they are trying to contact the owners, who may be prosecuted if there is enough evidence to suggest that they had failed to fulfill their responsibilities. Meanwhile, the AFCD conducted another joint operation with the police on Pok Wai South Road in the afternoon, and identified one stray dog that they have so far been unable to capture. Apart from patrolling nearby villages, the team also checked the microchips of dogs kept by warehouses and logistics firms. Roundtable lawmaker Mark Chong has called on the government to consider restricting the feeding of stray dogs. "We often see well-meaning residents, volunteers and local workers leaving food for stray and village dogs. But unmanaged feeding creates serious safety risks. Regular feeding causes stray dogs to form packs – many dogs go together and defend their territories aggressively and reproduce rapidly," he said. "So I think compassion must be paired with responsible management. Otherwise, well-intentioned feeding will increase the pet size and also the danger of the neighborhood." Yuen Long district councillor Allan Wong, for his part, believes the latest dog attack was an isolated case. He said owners who abandon their pets should be held legally liable. "I think the government should take strong enforcement actions to hold the dog keepers accountable if animals are abandoned," he said. "The entire society should criticise such irresponsible behaviour, as the cause of the abandonment and risks to the public safety are borne [by] all." Edited by Priscilla Ng

HK's Wong Cheuk-lee wins karate bronze at Asian Games

Hong Kong, China claimed its third karate medal on Monday at the 20th Asian Games in Japan, as Wong Cheuk-lee bounced back from her semifinal defeat to finish on the podium in the women's kumite -68kg. Wong's route to bronze was not an easy one. After falling 4-0 to Jordan's Joud Aldrous in the semifinal, she kept her composure for the bronze-medal bout and edged Saudi Arabia's Rana Faiad 1-0 to seal her place on the podium. Wong had earlier beaten an opponent from Nepal in the quarterfinal. Vietnam's Thi Nguyen claimed the other bronze after defeating Japan's Kama Tsubasa to join Wong on the podium. Wong's medal is Hong Kong, China's third in karate at the Games, following Grace Lau's silver in the women's individual kata and Howard Hung's bronze in the men's individual kata. Party central committee to hold key meeting in October

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on Monday chaired a meeting of the Political Bureau of the CPC Central Committee to set the dates for an upcoming Party plenum in October. The meeting decided to hold the fifth plenary session of the 20th Central Committee of the CPC from October 26 to 29 in Beijing. Members also decided to submit a document on the CPC Central Committee's decision regarding strengthening full and rigorous party self-governance with perseverance to the plenum for deliberation. An earlier draft of the decision was circulated among party members and non-party figures for comment, drawing broad support from those consulted. The meeting noted that the document provides an objective assessment of the achievements and experience in advancing full and rigorous party self-governance in the new era, offers an in-depth analysis of the situation and tasks facing party building in the present and coming period, and sets out strategic plans for continuing to advance full and rigorous party self-governance. The meeting stressed that, to strengthen full and rigorous party self-governance with perseverance, it is imperative to uphold the party's overall leadership and the centralised, unified leadership of the CPC Central Committee, maintain a strict approach without wavering, and improve the systems for exercising full and rigorous self-governance. Efforts must be made to ensure that the party remains a vibrant Marxist governing party that stays at the forefront of the times, enjoys the wholehearted support of the people, withstands all tests, and serves as the strong leadership core in building socialism with Chinese characteristics, said the meeting. The meeting called for fully recognising the significance and urgency of unswervingly advancing full and rigorous party self-governance, adopting higher standards and taking more concrete measures to address the prominent issues facing party building. HK swimmers shine with gold and silver at Asian Games

Hong Kong, China swimmers made their presence felt at the Asian Games on Monday, as the SAR’s top talents enjoyed another strong day in the pool. Olympic medallist Siobhan Haughey led the way, defending her women’s 200 metres freestyle title in commanding style. The star swimmer controlled the race from start to finish and touched in one minute and 54.96 seconds to claim Hong Kong’s first swimming gold of these Games. She had also won the event at the previous Games in Hangzhou, where she set the Games record. Two swimmers from the national team completed the podium in second and third, while Haughey’s teammate Gilaine Ma finished fifth. Meanwhile, Ian Ho added to the SAR’s medal haul with a silver in the men’s 50 metres freestyle, clocking 21.76 seconds. He finished narrowly behind Korea’s Kim Youngbeom, who took gold in a new Games record. Hong Kong now has three swimming medals at this edition of the Games, including the silver won in Sunday’s women’s 4x100 metres freestyle relay, a race that also featured Haughey. Eight killed in Foshan clothing factory inferno

A ⁠fire that broke out at a textile factory in Foshan, Guangdong, on Sunday killed eight people and injured one, state media ⁠said on Monday. The fire ⁠broke out at ⁠3.12pm in a two-storey building inside ⁠an industrial park and was extinguished in about an hour, state television reported. The building was used ⁠for such production activities as denim fabric washing and the fire did not spread to other areas, according to the report. A social media video showed thick ⁠plumes of smoke rising from the building; a slightly taller building nearby seemed unaffected. Beijing 'seeks strategic stability with US in Xi trip'

President Xi Jinping will pay a state visit to the United States from Wednesday to Friday at the invitation of his US counterpart, Donald Trump, a Ministry of Foreign Affairs spokesman announced on Monday. Foreign Ministry spokesman Guo Jiakun said the two leaders would "have an in-depth exchange of views on major issues concerning China-US relations and world peace and development". Beijing would "work with the US to enrich the substance of the relationship of constructive strategic stability between China and the US, strengthen dialogue and cooperation, [and] properly manage differences", he added. Washington has said the two are due to meet this week in what is expected to be a bid to ease tensions over trade, technology and broader strategic issues. Trump will personally welcome Xi at Joint Base Andrews on Wednesday before their meetings the following day, a US official confirmed. The US leader was welcomed by Vice President Han Zheng when he landed in Beijing for his state visit in May. "I'll be discussing almost everything with him," Trump said aboard Air Force One on Sunday. While both sides have maintained a tariff truce for nearly a year, they have yet to secure a lasting agreement. Vice Premier He Lifeng, China's top negotiator for trade, has been in the United States for meetings with US Treasury Secretary Scott Bessent. The two discussed creating a communication channel for AI concerns, as they met on Sunday.
